Unmapping the 'Global South': Reflections on a Heuristic Concept

The use of the term and concept 'Global South' is en vogue. Over the past decades, the number of publications, journals, and institutions that refer to the Global South as a mode of framing and labelling has increased significantly. It is frequently applied as a substitute for the term and concept 'Third World,' evoking, amongst other things, notions of poverty and (under-)development. This problematic use of the concept is not exceptional but rather continues to be its most common use in academic publications and public discourse today. The Global South seems to be regarded as the most politically correct term vis-à-vis Third World and 'Developing Countries,' at least among those who fail to recognize the inherent biases reproduced by such a generalized use of the concept. In this presentation, I provide an overview of the different definitions of Global South and discuss them with regard to current theoretical discourse. I argue that the Global South, when not simplistically referred to in terms of geography, has potential to consolidate and empower the various social actors that consider themselves to be in subalternized positionalities of global networks of power.

Un-Mapping the 'Global South': Reflexionen über ein heuristisches Konzept

Die Verwendung des Begriffs und Konzepts ‚Globaler Süden‘ ist en vogue. In den vergangenen Jahrzehnten nahm die Anzahl der Veröffentlichungen, Journals und Institutionen, die sich auf den globalen Süden als Art des Framings und der Bezeichnung beziehen, beträchtlich zu. Es wird häufig als Ersatz für den Begriff und das Konzept der „dritten Welt“, das unter anderem Vorstellungen von Armut und (Unter-)Entwicklung hervorruft, verwendet. Dieser problematische Gebrauch des Konzepts ist nicht außergewöhnlich, sondern ist heute weiterhin seine häufigste Verwendung in akademischen Veröffentlichungen and im öffentlichen Diskurs. Der globale Süden scheint vis-à-vis den Begriffen ‚dritte Welt‘ und ‚Entwicklungsländer‘ als der politische korrekteste Begriff angesehen zu werden, zumindest unter denen, die die inhärenten biases, die ein so verallgemeinerter Gebrauch des Konzepts reproduziert, nicht erkennen. In diesem Vortrag zeige ich eine Übersicht über verschiedene Definitionen des Globalen Südens und diskutiere sie mit Blick auf den gegenwärtigen theoretischen Diskurs. Ich argumentiere, dass der Globale Süden, wenn sich auf ihn nicht in einem simplifizierenden geographischen Sinn bezogen wird, das Potenzial hat, die verschiedenen sozialen Akteur*innen, die sich selbst in subalternized (auf Deutsch etwa: untergeordnet) Positionalitäten globaler Machtnetzwerke verstehen, zu konsolidieren und zu stärken.
